Yes, of course. As long as you use stopping power, on your sniper, then yes it is... I would recommend using the barrett 50.cal as it has a lot of ammo and it semi automatic which means that if you encounter a group of enemies, you dont have to worry about cocking the sniper rifle. The barrett also scopes in slightly quicker than the intervention, which gives it also and advantage in quick-scoping.The class i would recommend for getting a nuke, just quickscoping would be :
Barrett 50.cal - Extended Mags
Spas 12 - Extended mags
Semtex, Stun Grenade
Slight of hand pro
Stopping power pro
Steady aim pro
Killstreaks: Harrier, AC-130, Nuke
If however you want to get a Nuke without kills from killstreaks( this doesnt mean a killstreakless nuke) then i would recommend : UAV,Counter-UAV, EMP.
