No, because if you are driving at or under the speed limit then you ARE NOT SPEEDING

Although, you could be traveling too fast for road conditions. You can get ticketed for that.
Also, In Illinois, if you are driving in the far left lane at the speed limit, but are making others pass you because traffic is going faster - you could be ticketed.
