The back of a passport card typically contains the cardholder's signature, a unique identification number, and information about how to report a lost or stolen card.
Memorize it.
I would call the number on the back of the card. I had this happen to me 2x in 2008. I found 2 peoples debit card. The first time I happen to be near the bank that issued it so returned it there (for most credit cards this will not be possible). The other time I was not and just called the number that says on the back (if found or customer svc). I told them I found the card, gave them the info and they placed a flag on the account. They told me to cut up the card. This protects the person who lost it because they may NT realize they have lost it until they go to use it, which could be days or months.
Call the number on the back of the card. Generally, if they can't do the activation themselves (they usually can) they will give you the number to call to do so.
In order to replace your lost insurance card you will need to contact your insurance company. Their contact information is typically found on the back of the card, but if the card has been lost, it is probably best to go the insurance company's home page to get their contact number.

There is a "Passport Card No." on the top right on the front of the passport card. But it has nothing to do with your passport booklet. You should notify the police as soon as possible.

Typically, the contact number for your insurance company will be found on the back of your insurance card. If however, you have lost your id card you can call 1-800-872-3862, which is their customer service number.
You can contact your tax office (you can find the number on the HMRC website under 'contact us') and they can tell you it. They won't reissue you a card though, I don't think it is possible to get a new card.
