Yes the mother can be a minor and petition for child support. She has the same rights as an adult in that case. Or I should say the child has the same rights regardless of how old the parents are.
In addition Im 18, my brother's 17 and my sister's 15. we lived with our dad for 12 years and my mom paid child support for that time. Now my dad moved away because my mom was getting to him ( not gonna go in detail). we live with our mom now, and she is seeking child support from my dad, i DO NOT want that. Do we have a say in any of this ?

NO THIS IS NOT LEGAL. The mother is suppose to report that to the child support agency. Whenever the child moves out of the home and into another, it needs to be reported. And because the child is living with the boyfriend, the circumstance is even that much more difficult. In this case, i would clasify the girl as being emancipated. But, just to let you know the child support agency does not retro the payments. So all the payments dad made to mom, dad will not get it back.Hope this helps!?
If you are a parent of a child, then you would provide support for the child, even if you do not have custody.
If your child is married they are emancipated so there should be no need for child support. Contact the court.

Neither parent should receive any child support for a child that no longer lives with either parent. If possible, the parents should consider what they can do to directly help the child who has moved out to allow them to finish school and/or get a college or university education.
The parent that pays child support does not need to pay child support for her child`s kids, only the current right parent.
