Yes. The gasket will still become old and brittle. With the pressure from the cooling system it will still 'blow'. Overheating just makes it happen faster

There are other things to check before condemning the head gaskets...
Make certain that different types of anti-freeze didnt get mixed together. If you mix Dex-Cool (orange antifreeze) with Green antifreeze then you will get a murky brown mess in your radiator.
If your antifreeze is old or you have a very weak antifreeze mixture then there can be rust and corrosion in the radiator.
If the transmission oil cooler in the radiator has gone bad it can be leaking into the radiator system. (the car must have an automatic transmission for this to be a possibility.)
Bottom line - if the car is not overheating, no steam out of the tailpipe, oil level and oil are normal and the radiator fluid level is staying full and holding pressure....Then it is extremely unlikely that you have a blown head gasket.
I would flush the radiator - check the trans fluid level (in case the trans cooler is bad)and keep an eye on things.
It doesn't sound to me like you have any big problems goimg on with the head gaskets..
