Providing the PC has been made by Apple then it is possible to load OS X. The legal agreement you accept when installing OS X does not allow it to be installed on computers made by a company other than Apple.

Possible, yes. Practical, no. OSx is not designed to run on a Windows machine and will not run on a normal Windows PC. However it might be possible to build a Windows PC that would run OSx if you chose the hardware correctly and did allot of hacking. Better to get an Apple computer and then you can run Windows on the Apple computer easily by using Boot Camp which comes preinstalled on an Apple computer or using software such as Parallels which you must purchase.
