Yes. It is possible to learn to lower your voice tone permanently. It takes work. You have spoken in a particular way for years and need to learn a new way of speaking. It depends on what you mean by lower voice tone as to what you must do but here goes. If people find that your speech sounds condescending, practice talking while moving your tongue a fraction of an inch toward the back of your mouth. This will give your speech some overtones that will make it softer. It will not make people cringe when you speak. You can still pronounce all the letters you could pronounce before. Do not move it too far back so that people can not understand you. You are only after overtones to soften you sound.
Next, if you have some sort of musical instrument play the note where you start a sentence. If you don't have one, get an inexpensive child's toy. Then play the note a little lower.
