Flash does not provide any APIs for directly accessing hardware. Thus, it will always require an operating system to run on top of, and can't be used standalone.

However, so-called "Web OSes", which run on top of an existing operating system and provide additional programs, a different interface, etc... could conceivably be created using Flash.
