Yes, It is possible. Anything is possible if you put your mind to it. Chi energy (Or KI) Is life energy and is something that all living organisms have. If you want to shoot blasts like Goku, Fly, or even use the Kaio-Ken then you have to train your KI. You can do this many different ways such as meditation which can help you to get a feel for the energy around you. Rubbing your hands together to feel the heat off of them and trying to, in a way, guide the energy to your hands very slowly and methodically. Something that worked for me was to focus and guide my energy from my stomach to my arms without trying to force it there. I let it flow down my arms and out to my palms, almost like a calm and gentle flowing river. When it got to my palms I could actually feel something there, I tried to push my hands together but i got the same feeling you get trying to push magnets together. Another thing I did while meditating was float, you don't have to believe me but my feet were a few feet off the ground for a solid 3 seconds. I pushed my energy down to my feet and focused on letting it form around my feet, almost like a pair of shoes. I wasn't trying to float, moreso trying to form my energy in different places but I ended up floating. So in conclusion, yes, it is possible to shoot blasts and fly like Goku.
