No. God is in control of who goes to Heaven and who goes to Hell, and he decides this. To address this, I will first address the reason there is a hell. The reason that some people go to hell is not because they are more evil than others, or because more people don't like that person. The issue is that we all are sinners.

Let me ask you to consider for a moment what is so wrong with being a sinner. Is it because we do things that hurt God? It can't be that because God has so much power that anything that we could do would not affect him that much. Is it because we do something that disgusts God and so He now hates us for it? It can't be that either because not only are we told in The Bible that God loves the whole world very much (John 3:16), but that He is love (1 John 4:8), and so He, being love, can't hate us. The reason that sin is so bad is because it is disobedience, or lawlessness (1 John 3:4). God loves us and cares about us and that is why He created all of his laws, to protect us from the harm that comes with sin. God wants us to be His children in heaven. Disobedience is so wrong because how can a family be kept together if no one follows any rules? It would be simply chaotic.

So it is not because of certain sins or because some believer does not like a person that causes someone to be sent to hell. The Bible actually says that God did not create hell for people but for the Devil and his angels (demons) (Matthew 25:41). He does not desire that any would go to hell, but that all would be saved (1 Timothy 2:3-4). So He would not accept any requests for a person to go to hell. The disobedience had to be dealt with and so God came as Christ (John 1:1, Christ is the Word; Philippians 2:5-8) and died for the sins of the entire world, not just those who follow Him but for all (1 John 2:2). But what use would it be if no one wanted to follow Him and decided to disobey Him continuously anyway? That would bring chaos.

So He will only accept those who are willing to follow Him and His commands, and are willing to love, to heaven. For the rest, there is no where else to go but hell; the world will be destroyed by fire in the end (Revelations 21:1) and so hell is the only other place created and so that is where those who will not follow Him will go.

Because God desires that none go to hell, if He decides that He is bringing someone into heaven with him, no amount of petitioning will change his mind. And so no, it is not possible to send someone to hell.
