I would say no, unless the parent's have some sort of legal guardianship, custodianship of the individual. Children are legally an adult at the age of 18 and parent's lose a lot of "rights" when that occurs.

Both parents should split the cost or meet halfway in the interest of preserving the relationship of the child with the other parent. Also, there may be provisions for it in the divorce decree, but generally that agreement is reasonable for about 2 years because life goes on.
It depends if a child should have a phone. If your child does a lot of sports and goes to a lot of academies or places, I would recommend a phone. If your child only does one sport and goes over to a friend's rarely, your child won't need a phone. There are other parents that can contact parents if they need to contact.
For a child to be healthy which is important a child should sleep 10 to 12 hours. If your child goes to sleep late and wakes of early there body can get run down.Make sure your children go to bed at a reasonable hour
