That hourly rate is more than the federal minimum wage and higher than most (all?) state minimum wages. If you are the potential employer, you'll know whether it's reasonable by the quantity of applications you receive and the quality of the applicants. If you're the prospective secretary, you must consider the value of your time, how much you might make working another job entirely, how badly you want the job, and what your competition for the job may be. If you really want the job -- because it, say, beats flipping burgers -- you must anticipate and consider who else might be applying for the job and whether they would make a better candidate and would be willing to work for the offered wage, or for even less. If there are several or even many kids willing to work for that wage, then you're really not in a position to ask for, let alone demand, more.
