Generally I would say yes. Make sure u wait at least 3 days after bleaching however and if you're coloring at home choose a dyeing product labeled "100% gray coverage". Also, never pick an ash toned colorant when starting from a light shade, you'll end up with mud colored hair. If you're bleach blonde already has gold (yellow tones) you can dye with a straight neutral shade (IE. medium brown). If your starting shade has little golden tones or is an ash shade (cool toned) you will need to pick a brown with some warm tones (IE. medium golden brown, medium mahogany brown) or else your end result will look very flat. Finish off with a deep conditioner and go easy on your hair for a while.
If it is already blond or really light brown then no. Any darker then you have to bleach your hair.

There are some hair dyes that contain bleach in them as well as color so you don't end up with some crazy orange result. Some dies will lighten your color nicely, but it won't be blond. If you have light brown hair and have never dyed it before, find the lightest blond hair dye and try that--it should lighten your color to at least a dirty blond.
