If you want to reclaim space on a Windows XP Pro hard drive, then removing the old security updates is desirable. If you're using Windows 2000 Pro, the same applies. I don't normally remove updates from the C:\WINDOWS folder until at least one month after the system is updated -- and rebooted several times.

I'm not sure that I understood you right. But security updated don't provide or take away user permissions and rights. Security and account policies are a part of windows. Updated only fixed some problems but don't define rights.
