These are available from pet stores and from online shopping centres such as eBay. Many people do not like the idea of a chest harness and a lead and some birds do not like them either. It depends on yourself and the bird. Although if you do decide to take the bird out make sure there are no dangerous large birds such as crows around as cockatiels are vulnerable in a flight-restriction device.
