It is safe, but feeding cold food to a cat may cause it to vomit the food back up. It is best to take it out of the refrigerator, cover it and place it some place high for a while before feeding the food.
I wouldn't feed it too your cat just in case the mouse left some wast behind. If you think it is safe you can feed them,but my advice to you would be...get rid of it.

yes its fine to keep outdoor cats locked up at night. it keeps them safe from cars and lots of other things. we keep my cats( they live outdoors) in our shed a night, we also feed them there. now they go there everynight waiting for food.
