The bestest way is to probably do it by Phone, I wouldn't ever trust post.
You need to have either a paid membership, or 5 million total experience points, to do that.
Not completely sure since im in the United Kingdom, however you can check the billing section of the Runescape Site for more detail on this. im from aus (Australia) so i would know well there not out yet but jagex sent me an email saying they will be out be out some time around 25/12/10 in these retailers: eb games, Australia post, woolworthes, dicksmith electronics and toys r us hope this helps :D I also am from Australia and have personally bought RS membership cards from Woolworths several times. The Australia Post branch in the small town I live in didn't have them when I looked - others may though.
