I don't see how it would fix anything. It certainly would not remove scratches
It is best to just replace the game

Software will not fix an unreadable disc because it is scratched. PS2 game Discs are not rewriteable and can not be changed so there would be nothing for the software to fix on the disc unless it was a bootleg copy
you go to your local game rental store and u rent the game that u want to fix and replace it with the messed up game and take that game back
you need to get your ps2 fixed by someone who can make your ps2 so it can play copied games. a ps2 has some kind of protection against it.

No but you can replace it will a used game. Some rare PS2 games might find it beneficial by being Professionally Polished
Replace it with a new or used PS2 or upgrade to the PS3. Most times it is more economical to replace your used PS2 with another used PS2 and most times you can also get other games and accessories when purchasing a used complete system from the owner at a site like Ebay
If your PS2 is broken and they fix it why would you not have to pay them
