Yes it is completley safe. Fuses are the easiest thing to change on a car and is safe for anyone to do at home.
Refer to your Civics owner manual or contact a certified mechanic to replace the fuses.
My 1998 ZX2's A/C is fully charged as well and the A/C Won't work either. My mechanic said it was the compressor. Replace the Compressor and all should be fine. You can do this yourself it is rather easilyy. If your compressor makes a screatching sound at all then it is DEFINETLY bad and needs replacing (if you want A/C) otherwise do what I do til I am able to replace it.....OPEN THE WINDOWS.
Locate the fuses - in the fuse box under the dash - driver side , only replace burn fuses - they pull out with pliers , there are also fuses under the hood
I have a chrysler and i have to constantly have to replace the 20amp fuse to start the car why.
Unfortunately, if your locking mechanism has failed there is no way to open your trunk alone. You will need to go to a mechanic so they can replace the lock.
check your fuses, you may have blown a fuse, not a mechanic but know a bit about problem solving.
Check your fuses in your fuse block you should have a fuse that says "gauges". If you fuses check good take it to a mechanic shop.

I'd start by checking the fuses, and if none are blown, then a ground wire might have come loose. If that's the case, you might want to have it checked by a competent mechanic. Or you can check it yourself if you're capable.
