Yes, it's safe as long as the water isn't that hot and you don't point the nozzle at the puppy's face of anything that seems irresponsible. I've given my puppy a shower before, and he's totally okay. However, dogs can damage their eyes if they rub them on the ground (tile, etc.) so make sure you dry your puppy pretty well and don't let him scuttle around on the floor, rubbing his eyes all over it. Put him on your bed, or something.
