Goldfish will learn to recognise their regular feeders and with carefull training will let their feeder stroke their underbelly gently. This is a difficult thing to do and should only be done by an expert who knows how to handle the fish without damaging the fishes protective coating of mucous.
as long you can handle the fish safely as long as your hands are clean and really wet. If you touch the fish with dry hands then you risk damaging the fish's slime coat. Goldfish can be very friendly fish and some learn to enjoy being petted or having their belly rubbed. If you really want to protect the fish while you handle it, rub some "Stress Coat" "Stress Zyme" or other slime coat protector on your hands before you do it.
It is safe to touch goldfish, but they don't really enjoy being petted. Fish are not as affectionate as mammals are.
Goldfish urine is toxic to other fish, as well as itself.
Yes. The glitter can get into their gills and inhibit their breathing. If enough glitter gets in, the goldfish will eventually suffocate and die. The goldfish can also mistake the glitter for food. As it is not possible for goldfish to digest glitter, this too can cause the goldfish to die.

The top of your head might hurt when you touch it because it has been bruised by hitting it on something. It is also possible to get a sunburn on the top of your head, and that will also make it hurt.
