Only if you are in single player. On most servers, if you try to use commands or too many items it will say that you are not able to use that command. If it does not and you get the items you may be banned from the server for cheating.

Press "T" on the controls and type your message and press enter, there are some different commands to speak to one person only. You can do this in Multiplayer and Single Player. There are also cheats in Minecraft, but many servers don't let you use them unless your opped, if your playing Singleplayer type in /help, if you want to go to the next page type /help 2 etc.
Minecraft actually doesn't support fire (used to make chainmail armor) as obtainable in survival, although mods like Single Player Commands, and Too Many Items can be used, although they are means of cheating.

if you mean a black screen then it means the too many items you downloaded dose not support the version of minecraft you have the 1.9 too many items
The server can't tell whether you're using TooManyItems. However, you need to be a server operator to use it, as it relies on commands like /give. TooManyItems should work with any server that allows you to use the /give or /i commands.

I assume you mean allowing the items to show up in Too Many Items. I believe there is some kind of config item in the .minecraft folder.
