That depends on how old of a child. If the child is in a car seat or booster seat, then no. Studies and actual accidents have shown that children and infants can be beheaded in the front seat if airbags deploy. The child needs to be buckled in the back seat, center if possible.
Not in the front but middle area so if any accident occur the child will not get much damage
It doesn't tend to be illegal (of course that varies by state/country) but in the event of a collision, the child would be much safer in the back seat than in the front. Under no circumstances should a child in a rear facing booster seat be placed in the front seat as if the airbags deploy, the child will probably be killed.
In Arizona a child must be at least 5 years old to not require a child restraint, however, a child restraint need not be placed in the back seat. It is unsafe for a child of under 12 to ride in the front seat if there is an air bag.
There is no reasons why a cat with its head, legs, and other severed body parts would be placed at an intersection. Someone may of did it as a prank.
It depends on where you live, and how old the child is. For example if you lived in Canada then the child would have to be 10 and older, but in the United States I think it's 12 years old when a child can sit in the front seat, but many people obied that law. In some cases when the car only has 2 seats (two in the front) the parent or guardian has no choice but to let the child sit at the front.

Whenever an adverb is used to modify a verb, it should be placed either at the front - before subject, middle - between the subject and verb or at the very end - that is after the verb/object.
