The current Tibetan Flag was developed by the 13th Dalai Lama in 1914 after the Chinese withdrew from the Country. It was an amalgam of the collection of military flags currently in use at that time by the Tibetan Army. The Tibetan national flag was made illegal in 1959 by the Communist Chinese who now dominate the country. Displaying the Tibetan flag anywhere within China and especially in Tibet can lead to several years in prison. Today the flag can be found flying in many countries, but not in Tibet.

Some of it will depend on where the tattoo is and what it is of. Typically a tattoo is not going to be a problem. If it shows when in uniform it might be an issue. If it is inflammatory, it would be a red flag.
