No, it is not the responsibility of the criminal justice system to solve social problems. The role of the criminal justice system is to enforce the laws, provide a fair process to determine the guilt or innocence of an accused, and to punish the convicted according to the applicable laws.
IF the laws that the system is designed to enforce are wise and effective, some social problems may be improved. However, you should understand that social problems are never 'solved', they can only be mitigated. Social problems change, move from area to another, or shift to a different segment of society but as long as there are people, there will be social problems.
