I have never seen this exact statistic before but it may be closer to the truth than we would like to see. In most cases it is not a matter that the bone won't heal. When a horses breaks a bone, it is usually a foot or leg. Because of the way the horse's body works he must spend the greater part of his life on his feet. He is a very heavy animal and on the ground for too long his own weight starts to shut down his organs and breathing.
So it is hard to keep a horse off his broken foot or leg until it has time to heal. For the average horse a broken leg is still very bad news.
On horses that have great monetary worth, like expensives race horses, the owners will usually have some kind of insurance on them. Because of this, some of these breaks can be treated. It is expensive and labor-intensive, and the outcome can be 'iffy' but for very valuable horses the owners usually try to save them.
There is always the hope that a broken leg will be fesible to treat on our backyard horses. They are just as important and loved as the most expensive race or show horse. With advances in equine medicine it is probably not that far off.
