Yes and no.
A form of "dislike" button is being worked on by Facebook. However many people are misinterpreting the reasoning behind it. It is more of an empathy button than a dislike button.
Mark Zuckerburg has told reporters in a conference that he does not want a dislike button to become a "downvote" system. As this would lead to awkward tension between people online.
Instead, the feature is intended to be a way of showing empathy for someone or towards something. So it might not officially be called a dislike button, but an empathy button.
