Any sort of anti-virus or other protection software will slow things down. The reason is that with Norton (or any other similar software) installed, now your computer has to do more work. It has the regular work of fetching the website or whatever else you asked for, and it also has the added work of running all of the Norton checks.
How much does it slow things down? Probably not too much. And it's certainly much less than a virus will slow your computer down.
