Yes an no... Vermont was a state and could not actual declare war on Germany during WWII but they passed a law to boost vermont service members pay during war (i wish they still had this law i could use the cash) the lauge used was effectivly declaring war, at least that's what the TIMES reported a week after the law was passed. chairman of the House Military Affairs Committee for veromont Norton who introduced the law said this about it "As far as Vermont is concerned, we [have] declared war. " I have read that they declared war before WWI as well but i havent been able to find solid proof or specific details.
