Is it true that if you get your hair cut to layers it makes it kind of wavy or curly?

If your hair has natural curls, some hair cuts that reduce the weight of the hair may allow the curl to show more, as the hair is not pulled straight by its own weight. Layered cuts may do this, but this effect will only happen if the hair has a soft type of natural curl. A strong curl will show up regardless of the weight of the hair, and naturally straight hair will be unchanged.
Otherwise a "perm" or "permanent wave" could be used to create curls or waves in your hair until it grows out, or curlers or rollers and warmth and moisture can create curls that will last for a day or so or until the hair is heated or wetted.
