It is true but even further the conditions you describe are firstly created by the sun, as is all our weather. To put it simply, areas of cooler atmosphere will create ridges of low pressure. Areas of warmer atmosphere create ridges of high pressure. Air from the warm area will rush to fill the void in the cold area, it is what we call wind.
