Is it true that you can catch all Pokemon on Pokemon emerald or at least all Pokemon from the ruby and sapphire games without having to trade?

No you can't get the other starter Pokemon or zangoose.
also you only get certain Pokemon from the johoto region in the safari not all
sapphire lets u have seviper and lunatone and ruby lets u have seedot zangoose and solrock and yes they are different ruby has groudon in it and sapphire has kyogre in it so it's a lot different

No. There are several differences. I'll only explain 2 of them. First of all, in Pokemon Emerald you get the abilty to clone Pokemon. The second difference is that Pokemon Emerald have both Pokemon exclusives in Ruby and Sapphire such as having both Kyogre and Groudon.

Groudon is not the legendary in Pokemon Sapphire. If you want Groudon, it is in Pokemon Ruby. You can find Kyogre instead in Sapphire by diving into Team Aqua's secret base.The only way to get a Groudon in Pokemon Sapphire is to trade one over from Pokemon Ruby, since Groudon does not appear naturally in Pokemon Sapphire - only Kyogre, Groudon's counterpart does. Kyogre can be found after fleeing from the Seafloor Cabin to the Cave Of Origin after being defrosted by Archie's Red Orb. At the same time, it causes severe worldwide rainstorms throughout Hoenn that will flood the whole region if not stopped by either catching or fainting Kyogre. (Groudon causes a severe drought.)
