Not necessarily. It would really depend on the message that you're sending.

I send messages to people that I don't know in real life from time to time. I'll ask if the game they're playing is any good or specific questions about a game they've obviously played. Mostly stuff like that...or tell people "good game/match" after I've played online with them.
