in my opinion it is not worthy because it is having a better os that is ios. it provides much more features than win 8. it do not need software upon software like win 8.so it is not worthy

The iPad cannot run Windows applications it can only run apps specifically written for it. There is an iPad app, VMWare View for iPad, which connects to a Windows system and allows the user to use Windows applications via the iPad.
Apple expects iPad 2 to be out ending of 2012. And windows 8 is being released.

Unfortuantely, Windows 8 will not release a preview upgrade to Windows 8 Pro. However, a person can probably download a demo copy of the operating system or simply look at the specs for the software to see if it's worth upgrading.

Windows 8 uses less resources than Windows 7, which means that the PC will run faster, Explorer, task manager and, particularly, file copying has been improved over windows 7. Whether these improvements are worth the cost and work of upgrading is really up to you!
There isn't any Windows 7.8, but if you were referring to Windows Phone 7.8, it cannot be updated to Windows Phone 8 (note that I did not say Windows 8 because Windows 8 is for laptops, desktops and some tablets).
