Yes, there are issues with this. The deepest would probably be what the 22 year old would find in common with the child. These type of relationships often are entered into because the older person is not capable of relating to the people of his (or her) peer group.
The younger person often ends up being dominated by the older person in the relationship. The parents of the 15 year old should be watching the situation very closely.

Yes it is wrong. At 23 this person is an adult and the 15 year old a minor. In some states the age of consent is 16, so 15 is below that age. The 23 year old can be charged with rape and sexual abuse if sex takes place.
