Although I don't exactly know what you mean by safe I'll say that the programs you use to jailbreak are safe, the FBI won't run to your house and arrest you if you have a jailbroken iphone, and if you ever feel you dont want to be jailbroken anymore you can just restore. If that isn't safe then, nothing is.
