On the other hand, an unlimited government is a government where all power is concentrated in one person or a small group. An unlimited government is also referred to as authoritarian and totalitarian governments. People who live under an authoritarian system do not have an effective way to restrain the power of the rulers. Totalitarian governments regulate every part of the lives of individuals. Moreover, an unlimited government is a non-constitutional government. It does not have effective controls over the power of its rulers, and those in authority cannot be easily removed from office by peaceful and legal means. "

Japan is a limited government. It has a Constitution to guide it. The Emporer does not have any real power; the position is more ceremonial. The power is in the hands of the Prime Minister.
