No. Jerome was never blind. He wore an eye patch because he had a detached retina due Brandy Norwood (R&B singer) throwing a book at his face. He underwent a series of corrective surgeries that made his eye sensitive to light (photophobic). The patch protected his eye as it healed. He became notorious to his fans for wearing the patch, so thereafter he continued to keep his patch as his signature-appearance when assumed his alter ego, Romeo (or Rome). He has been seen without it several times. As a matter of fact, you can catch him on You Got Served and House Party 4 without it.
