after beating the elite 4, watch t.v. until it says "there is a big rainstorm on route .........". go to that route with a Pokemon who knows dive. you will find a place to dive. go down. it will say you are in the sea lair. in front of you will be kyogre. you have to go to the route quickly or else the sea lair will move to a different route. Good Luck! p.s.: kyogre will be level 70

If he says there is heavy rain, that is where it is... ...good luck! :D Just dont take to long to find Kyogre's lair or the heavy downpour of rain will stop, and there goes your chance to catch kyogre.the sea lair is somewhere around route 127. = =
