Ozone (O3) is an allotrope of oxygen, so obviously there can be no ozone if there is no oxygen somewhere. There is negiligible amounts of oxygen on Mars, yet there is a detectable amount of ozone there. Carbon dioxide may actually be supplying some of the oxygen required to form it...
