Ozone (O3) is an allotrope of oxygen, so obviously there can be no ozone if there is no oxygen somewhere. There is negiligible amounts of oxygen on Mars, yet there is a detectable amount of ozone there. Carbon dioxide may actually be supplying some of the oxygen required to form it...

It is expected that life existed in the oceans, that could spend little time near the surface where UV-B could penetrate without an ozone layer.
There are single celled organisms that have DNA shaped into rings, so that breaks will be easier to repair, and these organisms can live in locations where even hard radiation is found.
*Some* life would be possible, just not human life.

∙ 12y agoThe ozone layer traps the sun's heat rays in the earth's atmosphere. If an ozone layer did not exist, there will not be a way for the sun's rays to stay in earth's atmosphere. As a result, the earth will be very cold.
