I think parole violations are the main problem for the overcrowding.. Parole (in CA) is very strict and inmates can be sent back for anything..... I STRESS anything..
Example = I know someone that got a ride to see his PO, they ran a check on the person that took him, and the person that took him had warrants. The person I know was violated and sent back to prison for 9 months because he was with a person that has warrants... IDK what for, but honestly do you know if your friends have warrants or not..
That, mandatory minumum sentencing, unrealistic parole reviews, three strike laws, and unchecked bureauacracy of states' Departments of Corrections.
No, life without the possibility of parole means just that, there is no chance of parole
Life without parole in Montana is natural life.
Life in prison, WITHOUT parole.

Life without parole
There is a difference between Life in Prison, and Life in Prison without the Possibility of Parole. Life without Parole is just that, until the end of the person's natural life. Regular Life in Prison is 40 years, and then the person becomes eligible for Parole, which does not guarantee that they will be released, only that they will regularly be reviewed by the Parole Board.

Until the day their heart stops beating, and their lungs stop pushing air. When all electircal activity in their brains ends, then they are free. Life without parole means just that, life.
Exactly what it says. "Life WITHOUT Parole"...ever! If the court had wanted the defendant to be considered for release at some time in the future he would have been sentenced to simply "Life."
