Yes-well sort of, it is used as the tube holding the coloured -and sometimes scented- pigment used for colouring lips and cheeks: when a child is born, the chord is cut off using a special device. It is then carved and cleansed for 10 years and placed in a jar and bathed in olive oil. This keeps it fresh and hygenic for the person(s) who will be applying the pigment.
So, overall, lipstick itself is not created using the chord, yet the tube itself is.

1940s During the war metal was scarce. They had lovely carved plastic tubes that had an elastic cord attached to the lid. When you took the lid off, the elastic would allow the lipstick to rise up. No metal involved.
