Liquid is one of the 3 (or 4) states of matter:

Gas, liquid, and solid.

Being a liquid really has nothing to do with its conductivity. Example: Pure water is not a good conductor. Pure Mercury in liquid form is a really good conductor.

The Fourth state of matter is considered to be Plasma.
