Also, where do 14 year old children have to go? They should be going to school, and if necessary taking a school bus. They are not generally driving to work. If they do have somewhere to go that requires driving, their parents will usually take them. As a further concern, 14 year old children are still growing, and some are quite short. That could also cause difficulty in reaching the pedals, seeing over the dashboard, and so forth.
