It depends on the chemical reaction taking place.

If magnesium iodide is on the left-hand side of the equation it is a reactant.

If magnesium iodide is on the right-hand side of the equation it is a product.

It can be either depending on the reaction.

For example, in the reaction

Mg + 2HI --> MgI2 + H2

magnesium iodide is a product.

However, in the reaction

MgI2 + Pb(NO3)2 --> Mg(NO3)2 + PbI2

magnesium iodide is a reactant.
