Sentencing in every state is communicated in the same way, first a minimum then a maximum. The minimum is a matter of established state sentencing guidelines. The maximum is a matter of state statute. Say the minimum is 3.5 years, provided there is not a possibility for good time credit, you will serve 3 1/2 years before you will be eligible for parole.

It's the date that the action is final, usually by sentencing, acquittal, dismissal. With a conviction and sentence imposed, the disposition date is the date of final sentencing even though there is a sentence to be completed (with all the actions attendant to that, like parole hearings, appeals, etc.).

Clearly an OPINION question that is not subject to a definite answer. The juvenile defendants will generally say NO it isn't fair. For an entirely different reason, the victims of the juveniles crimes will also say the same thing and complain about it being too lenient.
