Milk is better. Whipping cream makes it a bit weird.

Actually, a mixture of both is good. If you are altering the recipe, it would be best to keep the same percentage of milk fat. Otherwise, the ice cream might not get hard, and the machine might not stop. So if you use half and half in place of some of the heavy whipping cream, you should also replace some of the regular milk with the half and half too.
