The collision is elastic because energy will be conserved. The materials don't react with each other (Velcro does not stick to magnets and magnets do not stick/repel velcro) so its no different than two balls hitting each other. If it was velcro to velcro, and the carts stuck together at the collision, this would be considered an inelastic collision because a lot of Kinetic Energy would be lost.
