The mixture can be charge balanced, (plus and minus charge equal), but some charges are mobile, not bound. For example atoms in a crystal may be bound in the crystal structure but their electrons can move within the crystal structure, thus creating a an electron plasma.
The jelly-like substance in a sump hole is most likely biofilm, which is a mixture of bacteria, fungi, and other microorganisms.
