To keep it short, it is neither, the motherboard is the centre, the hub, and all the input and output devices must be connected to it. The other devices only become input / output devices because the motherboard (which contains the CPU) either reads data from them or sends data to them.
A computer keyboard is an INPUT device not an OUTPUT device.
